2. Confirms that as the region has no Codified Constitution, all relevant legislation referring to:

a. The rights and responsibilities of regional members
b. The democratic/political function(s) of the region in all areas
c. The judiciary function(s)

is to be considered part of this Uncodified Constitution

3. Dictates that any repeal of legislation that is considered as part of the Constitution (as outlined in "2.") must be passed by:

a. The Assembly by
i. 2/3 majority
ii. With an attendance of at least 5/7 assembly members

AND

b. The region by a simple majority

4. Confirms that a potential repeal of this act in favour of a Codified Constitution does not require the conditions outlined in "3." but any other repeal of this act is required to meet this prerequisite

5. Grants powers to the Judiciary (Slide Court) to determine, in an unbiased and nonpartisan manner, the necessity for any future bill to be repealed in accordance to the conditions outlined in "3." in the hope that this process is neither arduous or overly complex.

6. Confirms that all nations involved in the passing of this Public Bill (which must therefore be voted on as such) support the formation of a Constitution either in this Uncodified State or as a precursor to a more concrete document.
