Creation of Coalitions Act 12.10.20
Due to the absence of clarity on coalitions:
    (1) Coalitions are deemed necessary for any election victor that cannot create a complete cabinet
    (2) Coalitions may be declared by two(2) or more minority parties that do not win an election if between them they exceed 67% of the popular vote in any round of voting
    (3) Hopeful Coalitions must be declared openly to the region before one(1) hour before the end of an election poll to allow any voters to react
    (4) Coalitions must not exceed three(3) separate parties
    (5) Coalitions must be formed by a formal, written agreement that clearly defines:
      a. The lead party of the coalition
      b. Any issues on which there must be cross-coalition unity
      c. That all non-specified issues are by definition issues of conscience
      d. The Cabinet members and their respective party

    (6) Coalition members must, in any and all proposed legislation, record whether the bill has the support of a representative of each party involved in the coalition
