Acknowledging that there are significant areas of regional life that are not yet addressed in Assembly legislation:

1) Confirms that anything not explicitly mentioned in regional law (Assembly or Traditional) is considered a negative right until such time as it is legislated on.
2) Therefore all such actions that do not explicitly disobey an existing law are nonpunishable
3) Confirms that laws cannot be enacted retrospectively or concurrently with any legal case or challenge
4) In good faith trusts the peoples of the region to report any loopholes in legislation to a relevant authority to be addressed
