Circumstances for Creating Border For Region 31/08/20

Aware that without an active founder and powerful WA Delegate a region is significantly less safe:
    1) Acceptable Circumstances for Hard Border

      a) The founder (Aussandries) ceases to exist
      b) Assembly vote of 67% in normal circumstances
      c) In period of war and with affirmation of either:
        i) The Assembly
        ii) The Cabinet
        iii) The President
        iv) Regional Vote

      d) The founder deems it necessary for security
      e) Any member with emergency powers deems it necessary for security
      f) If the founder or the WA-Delegate deems it necessary to protect, in the duration of a close WA vote, the will of the WA. (N.B. this power refers mostly to the activities of raiding regions influencing votes by usurping current WA delegates)
