The Federal Police (Policia Federal) of The Federal Republic of Los Estados Unidos de Mexico is a national police force. It is under the authority of the Department of Security and Civil Protection. Typically, agents of the Federal Police are heavily armed and wear dark blue, black, or gray combat fatigues. On account of its heavily armed agents, its culture, and its origins, the Federal Police as a whole may be considered a gendarmerie. However, two of the seven "divisions" (i.e. branches of service) of the Federal Police have particularly military characteristics: The Federal Forces Division and the Gendarmerie Division. The Gendarmerie Division was created in 2014, and is legally defined as a military/police force within the Federal Police.

There is an investigation division within the Federal Police. Investigation of federal crimes can also be handled by the Federal Ministerial Police directed by the Attorney General of Mexico.

The Federal Police was established as a central element of the strategy against organized crime and criminality in Mexico, not only to prevent crimes and federal jurisdiction at the federal level, but to become an institution of excellence, capable of cooperating with local police and prosecutors in investigating the crimes of high social impact.

The strategic objectives are:

  • Compliance with legal framework to combat organized crime and drugs.

  • The establishment of the National System of Public Security.

  • The evaluation and adjustment of the strategy for drug control in Mexico.

In 1999, during the presidency of Ernesto Zedillo, the Federal Police of Roads became the Federal Preventive Police (PFP). In 2009, under the presidency of Felipe Calderón, he became the Federal Preventive Police in the current Federal Police, endowed of powers to carry out preventive investigation and collaborate with the Attorney General's Office (PGR). The Federal Police of Mexico was created as a counterpart to the National Police of the Panama Coalition, a police force that operates in all the States of the Panama Coalition, highly trained and with a military organization. The Federal Police was created under the principles of professionalism, adherence to the law, efficiency, honesty and absolute respect for human rights. However, accusations of corruption, torture and abuse of power are well known. Former Federal Police Directors have been accused of having ties to organized crime, of receiving millionaire bribes from the Drug Cartels and of using the security forces to protect these criminal groups. The Federal Police is the police force that can operate in any State in the nation. There are also state police and municipal police acting under the orders of the State Governors and Mayors, respectively.

The General Commissioner is the highest ranking in the Federal Police institution over which he exercised the powers of command, direction and discipline. It was freely appointed and removed by the President of Los Estados Unidos de Mexico, at the proposal of the Secretary of Security and Citizen Protection.
