Electoral System

OVERVIEW

The way that Rekkashians vote is important in determining the nature of the government, and the contents of the Crayssacian Roundhouse.

Rekkashians must vote for the 300 members of the Upper Ministry, each representing a geographic electoral 'pertege' (Ivy Rekkian word for 'division'). This takes place every 3 years, with the inauguration of the Head Minister taking place the following year (e.g. October 2020 = Election, January 2021 = Inauguration, next election = October 2023. Between the period of October and January, the Head Minister still maintains all his/her power).

UPPER MINISTRY

There are 300 seats in the Crayssacian Roundhouse, reserved solely for the Upper Ministry. Each of these seats represents a geographical electoral pertege. The Ministerial/Federal Province of Mollinet-Crayssac, where approximately 10% of the Rekkashian population resides, contains 30 seats, whereas the region of East Rovonia, where 20% of the populace resides, contains 60 seats.

MIDDLE MINISTRY

The Middle Ministry serves to ameliorate the law. It contains 150 of the best political analysts, legal analysts and key figures who will work to build upon the precedent set by the Upper Ministry. They do not maintain the right to vote upon the majority of legislation, unless it is on the autonomy of a nation.

LOWER MINISTRY

The Lower Ministry is the equivalent of a senate. It contains representatives of companies and institutions from across the country. For example, the Rekkashian Agricultural and Fishing Service (RAFS) oversees agriculture and fishing for the government, it is significant, so has a seat in the Lower Ministry. Other key ministerial pertegens (constituents) of the Lower Ministry include the National Vegetarian Society, the National Office of Crime, Criminology and Criminal Analysis, the Institute of Botany and Environment, the Ministerial Transport Office, Rekkasho-Fuel (petrol and refinery company), the Imperial Council, the Ministerial Office of Customs and Traditions, the Ministerial Bureau of Immigrations, Visas and Employment and the Office for Equality and Diversity.

PROVINCIAL MINISTRIES

Each province of Ivy Rekkia contains a provincial ministry. The pertegens of these provinces must become popular enough to gain favour in the Provincial Ministry, made up once more of an upper, middle and lower ministry, with the upper ministry being made up of the elected pertegens of the province itself. Three pertegens are chosen in the ministry, and elections take place the month after the national elections to determine the Governor of said ministry.
