- a. Acknowledges the importance of the assembly within the Triumvirate System in order to maintain high standards of democracy.
b. Knowing that new laws and policies will impact the general population of The Slide Countries
c. Understands that an assembly nation may have a vote of no confidence called as determined by bill #006
d. Realizes that a full assembly vote on legislation is crucial for determining which laws are passed and which laws are blocked

Hereby, Establishes the procedure following a vote of no confidence:
- a. After legislation for a vote of no confidence is passed a temporary hold is put into place on all pending legislation in queue.
b. No bills may be voted on until the following conditions have been met:
- 1. A regional bi-election is held in order to find a suitable replacement member for the assembly.
2. The nation with the most votes in the bi-election is confirmed and admitted to the assembly.
3. That same nation sends a representative nation (puppet) to the assembly.
c. When all the assembly seats are filled pending legislation may be voted on.
