The Watester Accord (CODIFIED)

THE WATESTER ACCORD
Russia Major and South Reinkalistan, bound by blood.


It is the base understanding upon which this Accord is signed that Russia Major and South Reinkalistan, two noble states indeed, have a bond too great to be divided by lines so petty as ideology. This is especially important to note, considering that following the collapse of the old Tunchix regime in South Reinkalistan, and the death of Czar Frederick, concerns have been raised regarding the legitimacy of the Watester Accord. Indeed, it is necessary to reaffirm and ensure that the Accords are signed by the incumbent heads of state of both great nations. There is also a need for a codification of these documents, so that the stipulations of this accord may be held absolute and sacrosanct.


ARTICLE I - MILITARY COMMITMENTS

  1. It is established, first and foremost, that an attack upon one signatory is an attack against both;

  2. If either signatory's legitimate government finds itself under significant threat from internal strife, they may request aid from the other signatory, and they will receive it;

  3. Every six months, a joint military exercise will be planned and executed between both signatory states;

  4. A joint military command will be established between both signatory states;

    1. This command shall meet at least once a month to discuss potential offensive and defensive operations that may need to be executed;


ARTICLE II - ECONOMIC ARRANGEMENTS

  1. There shall be no tariffs or other economic restrictions levied from one signatory to the other; trade shall remain completely free between the signatories;

  2. When a foreign state faces a trade embargo from one signatory, it shall face an embargo from both;

  3. Economic sanctions forced upon either signatory shall be met by appropriate sanctions from the other;


ARTICLE III - INTELLIGENCE SHARING

  1. There shall be a joint espionage committee established between both signatories;

    1. Through this, classified operations may be carried out and entrusted to each signatory;

    2. All matters discussed through this committee are to be strictly confidential;

      1. "Substantial" in this instance shall be defined as any information that may be of crucial importance to either government;

    3. All substantial international intelligence must be disclosed by each signatory to the other;

  2. Both signatories shall aid each other in measures related to counter-espionage;

  3. Neither signatory shall engage in hostile espionage without explicit permission from the appropriate authorities;
