I. All members of the Roman Byzantine Union excluding members of the Senate can voice their opinions on legislation proposed by the government or the Senate in the Plebian Council. Members of the Plebian Council are allowed to join or create political parties.

II. The Plebian Council will have no direct mechanism to independently propose legislation. Legislation will continue to originate in the Senate or the executive.

III. The Plebian Council will serve as a counter balance to the Senate as a peoples forum.

IV. The Plebian Council can only block legislation from the senate if it has the same amount of opposition as the Senate has support.

If the Senate approves a vote 3-2, the Plebian Council will need 60 percent opposed to block it.

If the Senate approves a vote 4-1, the Plebian Council will need 80 percent opposed to block it

If the Senate votes unanimously the Plebian Council would need to also vote unanimously to block it.

V. The Plebian Council needs at least 30 percent turnout to block any legislation from the Senate. 

How to determine that

VI. Legislation originating from the executive needs to pass both the Plebian Council and the Senate, however if the Plebian Council votes against the legislation and the Senate votes for, same rules apply as in section IV and section V. If the Senate votes down any legislation originating from the executive, the legislation dies.

VII. Anyone found to be using puppets to influence votes in the Plebian Council will have all voting rights stripped, government roles removed, senate seats forfeited and may face exile.

VIII. Anyone may lodge a complaint if they notice any irregular voting activities. The judicial system and the executive will launch investigations if the claim appears valid, consequences laid out in section VII.

IX. One must reside in the region for at least 7 days before their vote is counted in the Plebian Council.

X. Government officials voting in the Plebian Council must recuse themselves from any vote regarding their ministry. They may make their opinion known, but will not have a vote in the matter.
