Judiciary Act of the Dogetopian Network

Long Title: An Act To Address The Lack Of A Formal Legal System In The Dogtopian Network.

The Dogtopian Network hereby establishes a judicial system that shall handle all criminal, civil, and governmental disputes within the Dogetopian network and its affiliated regions. The justice system shall be divided into the following courts: The Supreme Court, The Superior Court, and The District Court.

District Court
The lowest court of the lands shall be The District Court, and it is responsible for handling pretty crimes, arraignment of accused nations that are to be tried in the upper courts, and civil disputes between nations. The District Court shall be presided by a Judge, who shall have the authority to determine guilt, innocence, or civil responsibility in a case where this court has jurisdiction; Judges shall be appointed by the Empress. All nations brought before this court shall be considered innocent until proven guilty with guilt being proven beyond a reasonable doubt in criminal cases. Civil Cases shall be decided by clear and convincing evidence. Parties in civil or criminal cases are permitted to designate council to speak for them.

The Superior Court
The Superior court shall be the main trial court within the Dogetopian network, and shall have the authority to try major crimes against Dogetopian network and its citizenry, as well as retry appealed cases from the lower court. The court shall be presided by a judge, who is appointed by the Empress. The Judge shall ensure that all set court procedures are followed, decide sentences for the convicted, and decide whether to accept a case from a lower court. The guilt or innocence of the defendant shall be determined by a randomly selected jury of no less than three nations, who shall come to their decision by a simple majority. Criminal cases must be brought before this court by a public prosecutor, and it shall be their job to prove the guilt of the defendant, and refute the story introduced by the defendant or their council. Defendants are entitled to council of their choosing. Defendants are to be considered innocent until proven otherwise. Guilt must be proven beyond a reasonable doubt.

The Supreme Court
The Supreme Court Shall is the highest court in the land, and shall be run by a panel of two or more nations, whose job is to act as a court of final appeal. Cases can be brought before this court by any party of a civil or criminal case, and the judges shall have the discretion on whether to accept the case for a ruling. The Supreme Court shall have the power to overturn sentences and sanctions from all lower courts, and can impose alternatives, whether they are more lenient or more stringent.

The Empress shall have the power to pardon accused nations, and reduce criminal or civil sanctions.
