Background
Given the nearly unfettered power with which the WA Delegate of the region represents the interests of Kayak on Me to the World Assembly, there exists a vested interest of all nations within the region to implement policies to protect their voice in determining how our region is shown to the world. Without such provisions, the WA Delegate would be able to vote however they choose with few institutional repercussions. In keeping with the democratic convictions of the region, it is fit to codify methods of regulating the WA Delegate and, should it be deemed necessary, removing the WA Delegate from office and/or the region.
Proposed Policy

Elections

  • To prevent sudden shifts in public opinion from drastically changing the government, member nations of Kayak on Me shall be allowed to change their endorsement for WA Delegate only when an election is in progress.

    • Nations in noncompliance will be given a warning via telegram from an Officer of the Region and will be expected to change their vote back within 24 hours.

  • Elections can be called through a majority vote on a poll. If requested via telegram by any member nation, the Research Officer or the Founder of the region must start the election poll within 24 hours.

    • The poll must last at least 12 hours.

    • The title of the poll should be Should Kayak on Me hold a WA Delegate election?

    • The poll does not need a description.

    • The only two choices in the poll should be YES and NO.

  • Should more than half of the member nations of the region vote in the affirmative, an election will begin immediately after the poll closes.

  • Elections last 24 hours and cannot be stopped early. Member nations have the opportunity to change their vote(s) during the entire 24-hour period.

  • The commencement and subsequent termination of an election will be announced by the Founder of the region via a regional telegram.

  • The newly-elected WA Delegate will take office at the next NationStates update.

Role of the WA Delegate

  • As the WA Delegate was voted on in confidence by a majority of the region, they shall generally be trusted to represent the region's interests fairly.

  • Should member nations feel strongly about a particular issue confronting the World Assembly, they shall telegram the Founder or Research Officer to request a poll be created to test regional opinion on the issue.

    • The poll's title shall match the title of the piece of legislation in question in the World Assembly.

    • The poll's description should accurately capture the essence of the legislation.

    • The only two choices in the poll should be FOR and AGAINST.

  • The WA Delegate is in no way obligated to vote in accordance with public opinion.

  • Any nation malcontent with the way that the WA Delegate is representing the region may call for an election as stated above.

  • If the incumbent WA Delegate departs the region for any reason, an election period is immediately started. All the typical rules of an election apply.
