The Map Reform Act

An Act to reform the Office of the Map Cartography.


Article I - Constitutional Changes

- The Entirety of Article III, Section II will be null and void with the passage of this law.

- Article III, Section II will be replaced with the following text..

    The Office of Cartography shall consist of 3 elected Map Cartographers, and the Original Map Cartographer or OMC. The OMC's responsibilities include updating the Map and the Map List. The Responsibilities of the 3 elected Map Cartographers include processing and vetting applications, land expansion requests. All transcripts of Map Deliberations, and the Deliberations themselves must be public. The Elected Map Cartographers will have a term of 150 days and may only hold 2 terms, the elections will be open to every Member of the CoL and the top 3 in the list will be elected. The OMC will not be allowed to give opinions, advice, influence or be involved in map deliberations. The OMC may not hold both the position of OMC and of an Elected Map Cartographer at the same time.

    Article II - Oversight

    Section I - Role of the Attorney General

    - The Attorney General is principally in charge of oversight of the Office of Cartography

    - The Attorney General may investigate and prosecute any corrupt or illegal actions done by members of this office.

    - The Attorney General may offer public opinions and scrutiny towards the members of the Office if the Attorney General believes unethical actions have taken place.

    Section II - Role of the People

    - The People, otherwise known as the Congress, also have a role in oversight of The Office of Cartography.

    - The People can call for a Public Inquiry with 5 signatures.

    - A Public Inquiry will be considered a special session of Congress in which all 3 elected Map Cartographers and the OMC can be questioned by any Citizen.

    Article IV - Transparency

    Section I - Deliberations

    - As stated in the constitutions, all deliberations must be held in the public eye, and all transcripts must be public.

    - Map Cartographers are not to deliberate, discuss or comment anything concerning Map applications or expansions outside of the public eye, these deliberations may be conducted on the RMB, or a Special Discord Channel on the Regional Discord which can be read by all members of the public.

    - Map Cartographers who deliberate outside of the allowed areas will trigger a mandatory investigation that will be conducted by the Attorney General

    - The OMC is not allowed to influence, deliberate or discuss Map applications or expansions outside of public eye, this element is strictly allotted only to elected civil servants.

    Article IV - Applications

    Section I - Application Process

    - Citizens wanting to procure a map spot can submit an application via a Google Forum.

    - Map Cartographers will use the following criteria to come to a decision concerning all spots expect those labeled as Crucial Map Spots or CMS's

      - Roleplay Activity
      - Who submitted the application first

    Section II - Crucial Map Spots

    - Noting that some map spots effect the entire roleplay world, therefore the following shall be labeled Crucial Map Spots, those spots that are considered to be a superpower will be labeled with "SP"

      - China (SP)
      - United States of America (SP)
      - Union of Soviet Socialist Republics (SP)
      - United Kingdom
      - France
      - Japan

    - The following criteria may be used to come to a decision

      - Roleplay Activity
      - Roleplay Quality based off of grammar and objective effort
      - Relative Realism (In which unnaturally unrealistic strange concepts have not been done, do not confuse this with creativity.)
      - Been in the region for at least 5 months

    - the following criteria MAY NOT BE USED to come to a decision

      - How long said applicant has been in the region beyond the 5 month standard, there shall be no discrimination between someone that has been in the region for years, versus one that has been here for months.
      - OOC conduct

      - You may not hold a Crucial Map Spot with the Superpower Label and be a Map Cartographer due to potential conflict of interest, this does not apply to the OMC.
