Proposed Add to Constitution of The United Alliances of TFR

Amendment 3
Section 1: legislative Powers herein granted shall be vested in a legislative body of The United Alliances of TFR, which shall consist of a single house deemed “House of LP”

Section 2:The “House of LP” shall be composed of members chosen every month by the majority of citizens that reside in The United Alliances of TFR
Section 3: No nation shall be an “House of LP” legislator that has not obtained WA membership and citizenship within the The United Alliances of TFR in accordance to the founder’s interpretation
Section 4: The “House of LP” shall have the sole power of impeachment which shall be decided by a one-third vote which includes all offices within this region excluding the founder by witch suffers full immunity from laws and thus forth
Section 5: When vacancies happen in the Representation of the region, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies
Section 6: Executive authority is defined by the founder by which is the highest judge that may interpret law and constitutional merits and rights; also that which is the founder’s rights are enforcing and appointing WA delagacy and judges of court

Section 7: The “House of LP” shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as the House may provide.

Section 8: The “House of LP” may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

Section 9: Every Bill which shall have passed the “House of LP”, shall, before it become a Law, be presented to the Founder; If he approve he shall sign it, but if not he shall return it, with his Objections to the “House of LP”, and proceed to reconsider it. If after such Reconsideration two thirds of the “House of LP” shall agree to pass the Bill, it shall be sent, by which it shall likewise be , and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of the “House of LP” shall be determined by yes and No. If any Bill shall not be returned by the founder within ten Days (Sundays excepted) after it shall have been presented to the founder, the Same shall be a Law, in like Manner as if the fonder had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.
Rights and powers of House

1: The “House of LP” shall have Power To lay Duties ,provide for the common Defence and general Welfare of the United Alliances of TFR; but all Duties, shall be uniform throughout the United Alliances of TFR;

2: To regulate Commerce with foreign Nations;

3: To establish communications with foreign regions

4: To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;

5: To declare War, and make Rules concerning Captures on Regions;

6: To raise and support Armies;

7: To provide and maintain a Spy network;

8: To make Rules for the Government and Regulation of the land and spy Forces;

9: To provide for calling forth the Militia to execute the Laws of the Region, suppress Insurrections and repel Invasions;

10: To provide for organizing, arming, and disciplining, the Militia, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by the “House of LP”;

11: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
