Constitution of the Sasquatch Republic (June 2018)

PREAMBLE
We, the members of the Confederated Nations of the Sasquatch Republic, hereby adopt this Constitution, as amended, and establish our regional government in order to form a better regional organization, secure the rights and powers inherent in our sovereign status, preserve our culture and regional identity, promote the social welfare of our members, protect and develop our common values, and maintain peace and order.

ARTICLE I - AUTHORITY OF GOVERNMENT
SECTION 1. Authority.
The authority of the government established by this Constitution shall extend over all members, media, and activities within the jurisdiction of the Confederated Nations of the Sasquatch Republic, except as limited by this Constitution and by Regional Law.

SECTION 2. Jurisdiction.
The jurisdiction of the Confederated Nations of the Sasquatch Republic shall extend, to the fullest extent possible under Regional Law, over all media, property, forums, servers and other community resources, and any interest therein, either now or in the future, owned by the Region or individual members held in trust status.

ARTICLE II - MEMBERSHIP
SECTION 3. Requirements.
The membership of the Confederated Nations of the Sasquatch Republic shall consist of all nations who are not enrolled as members of deplorable regions such as fascist, shock, gore, or those showing extreme ideologies, and:
(a) whose names validly appear on the official regional membership roll prepared under authority of the Regional Founder; provided, that such roll may be corrected by the Regional Congress with the approval of the Regional Founder; or
(b) who possess honorary status according to procedures established pursuant to Section 5 of this Article, and have been accepted as members in accordance with the regional ordinance adopted under Section 5 of this Article.
For purposes of this section, a nation is defined as the national account of a single player entity. Said player entity shall not be permitted to hold multiple memberships on multiple national accounts.

SECTION 4. Membership Prohibition.
No nation who is an enrolled member of a deplorable region, organization or community extolling fascism, shock, gore, or extreme ideologies officially recognized by the Regional Founder as such shall be qualified for membership in the Confederated Nations of the Sasquatch Republic, unless they has relinquished in writing their membership in such region, organization or community.

SECTION 5. Ordinance.
The Regional Congress shall, within two (2) weeks of the Regional Congress’ initial election to office under this Constitution, enact an ordinance establishing procedures for processing membership matters, including but not limited to application procedures, procedures for correction of the regional roll, the right to appeal from a rejected application for membership, loss of membership, procedures for voluntary relinquishment of membership, and procedures governing reinstatement of former members who have relinquished membership. The Regional Congress shall cause such an ordinance to remain in effect at all times.

SECTION 6. Honorary Membership.
The Regional Congress shall have the power, with the prior approval of the Regional Founder, to enact an ordinance governing the adoption of persons as members who have a significant community relationship with the Confederated Nations of the Sasquatch Republic. Such ordinance shall define what constitutes a significant community relationship.

SECTION 7. Loss of Membership.
The Regional Congress shall by ordinance prescribe rules and regulations governing involuntary loss of membership. The reasons for such loss shall be limited exclusively to failure to meet the requirements set forth for membership in this Constitution; provided, that nothing in this section shall prohibit a member from voluntarily relinquishing membership in the Confederated Nations of the Sasquatch Republic.

ARTICLE III - GENERAL CONGRESS
SECTION 8. Powers.
There shall be a General Congress, comprised of all duly enrolled members of the Confederated Nations of the Sasquatch Republic in good standing, which be empowered to:
(a) Elect Regional Congress members in accordance with Article VI.
(b) Exercise the power of initiative by submitting to the Regional Founder a petition of setting forth a proposed ordinance or resolution. Upon verification of the petition by the Regional Founder, the proposed ordinance or resolution shall be submitted by the Regional Founder to a vote of the General Congress, at the next regular session. An affirmative vote shall be binding and conclusive on the Regional Congress
(c) Exercise the power of referendum by submitting to the Regional Founder a petition setting forth any proposed or previously enacted ordinance or resolution of the Regional Congress for reconsideration by the General Congress. Upon verification of the petition by the Regional Founder, the proposed or previously enacted ordinance or resolution shall be submitted by the Regional Founder to a vote of the General Congress at the next regular session.
(d) Exercise the power of recall of elected regional officials who are guilty of improper conduct or gross neglect of duty, which terms shall be defined in the election ordinance, by submitting to the Regional Founder a petition setting forth the basis for recall. Upon verification of the petition by the Regional Founder, the Regional Founder shall call a special election to consider the recall of the official named in the petition at the next regular meeting.The accused regional officials shall be given full opportunity to reply to any and all charges at a special meeting of the General Congress, called at least five (5) days in advance of the election. An affirmative vote shall recall the elected official, whose office shall be declared vacant.
(e) Amend this Constitution by submitting to the Regional Founder pursuant to his regulations a petition setting forth the section(s) of this Constitution to be amended and the proposed amendment(s). Upon verification of the petition by the Regional Founder, the proposed amendments shall be submitted by the Regional Founder to a vote of the General Congress, at the next regular session. An affirmative vote shall be conclusive upon approval of the amendment by the Regional Founder. Provided that nothing in this Section limits the Regional Founder.
(f) Make advisory recommendations to the Regional Congress upon a majority vote of those actually voting.

SECTION 9. Procedures.
The General Congress shall hold meetings in accordance with the following procedures:
(a) Regular meetings of the General Congress shall be held during the months of September, October, November, December, January, February, March, April and May, at a time and place to be set by the Regional Congress. The January, April, July, and October meetings shall include the quarterly election of the Regional Congress except as provided in Section 20.
(b) Special meetings of the General Congress may be called by the Regional Founder.
(c) The agenda for General Congress meetings shall be set by the Regional Founder; provided, that any member may submit in writing items to the Regional Founder for consideration for the agenda.
(d) The Regional Congress Chairperson shall chair General Congress meetings.
(e) A quorum of the General Congress shall consist of one-third (1/3) of qualified members of the General Congress in good standing.
(f) Matters of balloting shall be decided by an affirmative vote of two-thirds (2/3) of those members voting, except as otherwise required by this Constitution.
(g) Procedures for exercising the General Congress powers in Sections 8(b), 8(c), 8(d) and 8(e) shall be set forth by regional ordinance duly enacted by the Regional Congress; provided, that such procedures shall not be in conflict with this Constitution or regulations of the Regional Founder.

ARTICLE IV - REGIONAL CONGRESS
SECTION 10. Powers.
There shall be a Regional Congress which shall have the power to exercise all legislative authority, except that vested in the General Congress, and all executive authority of the region as exercised with approval of the Regional Founder. The Regional Congress shall be empowered to:
(a) Delegate authorities as the Regional Congress deems appropriate. Said authority shall include but is not limited to the authority to regulate legal counsel, heraldry or personal devices.
(b) Prevent the disposition, transfer, or encumbrance of regional properties, interests in regional assets, and the power to negotiate with foreign governments; provided that the Regional Founder approves.
(c) Submit to the Regional Founder proposed amendments to this Constitution, notwithstanding the procedures set forth in Section 8(e) of this Constitution. Upon receipt of a proposed amendment from the Regional Congress, a balloting on its adoption shall be called by the Regional Founder. An affirmative vote shall be conclusive, provided that amendments to this Constitution are approved by the Regional Founder.

SECTION 11. Procedures.
The Regional Congress shall stand in session for the duration of its term of office and take actions in accordance with the following procedures, which it may augment by its own rules of procedure so long as they do not conflict with any provisions of this Constitution:
(a) The agenda for all Regional Congress meetings shall be set by the Regional Founder; provided, that it shall include any item submitted upon the written request of three (3) or more members of the Regional Congress. Items may be added to the agenda, or the order of agenda business may be amended upon the concurrence of three (3) or more members.
(b) The Regional Congress shall consist of two (2) permanent and three (3) elected members with provisions for future expansion.
(c) Quorum of the Regional Congress shall constitute one (1) less member than the current membership of the Regional Congress, except where otherwise required by this Constitution.
(d) Matters of balloting shall be decided by majority vote, except where otherwise required by this Constitution or the Regional Congress' own rules as set forth by ordinance. The Regional Founder shall vote only in case of a tie.
(e) All final decisions of the Regional Congress on matters of general and permanent interest to the members of the region shall be embodied in ordinances. The ordinances shall be collected and made available to regional members on an ongoing basis.
(f) All final decisions of the Regional Congress on matters of temporary interest or relating especially to particular individuals shall be embodied in resolutions. The resolutions shall be collected and made available to regional members and others affected upon reasonable request.
(g) All questions of procedure shall be decided by motion duly passed, or by the ruling of the Regional Founder if no objection is heard.
(h) A written accounting shall be kept of the dispensation of the agenda of the Regional Congress inclusive of final decisions, balloting outcomes, and executive summaries. The record shall be open for inspection by all members of the Confederated Nations of the Sasquatch Republic.

ARTICLE V - REGIONAL COURT
SECTION 12. Ordinance.
There shall be a Regional Court, consisting of one (1) principal jurist and such associate jurists and staff as titled and designated by Regional Court Ordinance. The Court Ordinance shall set forth the terms of office and the qualifications for all officers or staff of the Regional Court.

SECTION 13. Rules of Pleading, Practice and Procedure.
The principal jurist, in consultation with the Regional Congress, shall promulgate rules of pleading, practice and procedure applicable to any and all proceedings of the Regional Court. The Regional Court:
(a) Shall adhere to the foundational principle of stare decisis, and
(b) Shall remain reactive in its procedures.

SECTION 14. Powers.
The Regional Court shall be empowered to exercise judicial authority of the region. Said authority shall include but not be limited to enforcement of this Constitution with all current and future ordinances, as well as the power to review and overturn regional legislative actions for violation of this Constitution. Nothing in this section shall diminish executive authority of the Regional Founder

ARTICLE VI- ELECTIONS
SECTION 15. Voters.
All duly enrolled members of the Confederated Nations of the Sasquatch Republic in good standing shall have the right to vote in all regional elections.

SECTION 16. Manner of Voting.
All elections and ballotings shall be by open ballot. Voting by proxy and absentee balloting shall not be permitted and procedures shall not be provided for by ordinance. Ballots shall be made available to members sufficiently in advance of any election.

SECTION 17. Regional Congress Election.
Elections for Regional Congress shall be held quarterly in January, April, July, and October, except as provided in Section 20. The times and places for voting shall be designated by the Regional Founder. Newly elected members shall take office upon certification of election results by the Regional Founder published pursuant to Section 18.

Each voter shall be allowed to cast one (1) vote in each election of the Regional Congress. The winners shall be chosen according to the rank order of votes received. In the event of a tie, the winner shall be chosen according to the outcome of a turtle race in which each tied candidate may have no more than one (1) turtle in contention.

SECTION 18. Ordinance.
The Regional Congress shall, within four (4) months of the Regional Congress's initial election to office under this Constitution, enact an Election Ordinance consistent with the provisions of this Constitution. The ordinance shall include, but not be limited to, provisions for validation of regional petitions, and the settlement of any and all election disputes, including the right to appeal to the Regional Court. The ordinance shall include provision for:
(a) Appointment to the Regional Congress by the Regional Founder,
(b) Supervision by the Regional Founder over all all regional elections, including the determination of validity of regional petitions, and
(c) Performance of other duties as set forth in the Election Ordinance by the Regional Founder or his designate.

SECTION 19. First Election.
The members first elected to the Regional Congress under this Constitution shall be elected at the July 2018 Session of the General Congress by regulation of the Regional Founder. At this election, three (3) members shall be elected to regular terms of the Regional Congress, and thereafter elections shall continue on regular terms as set out in Section 9(a) and shall be conducted by the Election Ordinance.

SECTION 20. Vacancies.
In the event that any elective regional office becomes vacant between elections, the Regional Founder shall recommend a person who meets the requirements of a candidate for that position to fill the vacancy. Such person shall assume office to serve the remainder of the term upon approval of the appointment by a majority of the members of the Regional Congress.
If a Regional Congress member fails to attend three (3) consecutive regular meetings of the Regional Congress, without a written excuse accepted by a majority vote of the other members of the Regional Congress, that member's seat will be declared vacant and the vacancy shall be filled in accordance with this Section.

ARTICLE VII - AMENDMENTS
This Constitution may be amended in accordance with procedures adopted pursuant to Section 8(e) and Section 10(c).
Provided that the Regional Founder retains the right to approve or deny an amendment for any reason.

ARTICLE VIII - ADOPTION OF THE CONSTITUTION
This Constitution shall be submitted for approval of the Regional Founder when adopted by a majority of those qualified members of the Confederated Nations of the Sasquatch Republic voting in a balloting called explicitly for that purpose. Upon approval of the Regional Founder, this Constitution shall become effective from the date of such approval.

ARTICLE IX - CERTIFICATE OF ADOPTION
This Constitution of the Confederated Nations of the Sasquatch Republic was submitted on June 12, 2018 for adoption to the qualified voters of the region and was on June 12, 2018, duly adopted by a vote of 8 for and 0 against.

ARTICLE X - CERTIFICATE OF APPROVAL
In that this Constitution was duly adopted as evidenced by Article IX, I, Illahee, Regional Founder of the Sasquatch Republic, do hereby approve this Constitution of the Confederated Nations of the Sasquatch Republic.
