Overview

Since the year 650-ATF, all planets within the UCR are classified using the Planetary Development Index System. This classification is based on two scores; a Development Score, and an Importance Score. Both of these are determined by a whole host of factors, including including economic output, military contributions, natural resource wealth, cultural influence, location within the nation, and general markers regarding political stability. When the scores are combined, the resulting PDI Score determines what classification a planet receives. This means that a world may be very well developed, but if it is lacking in importance, then its PDI Score may suffer.

PDI Classifications are officially used only for allocation of federal funds and determination of military resource allocation, but in reality they are often used by everyday citizens and politicians in purely terms of economic development, much like the "Class" system (Lower Class, Middle Class, Upper Class) is frequently used to define people by their wealth.

The PDI Classifications are as follows:

- Paragon Worlds: Highest possible scores in both Development and Importance. Only 15 planets have this status.

- Core Worlds: High scores in both Development and Importance. ~10% of planets have this status.

- Developed Worlds: Average-to-above average scores in both Development and Importance. ~45% of planets have this status.

- Ascending Worlds: Below Average score in Development, score in Importance varies. Ascending Worlds almost always move into the Developed category after sufficient time. ~20-30% of worlds have this status at any given time.

- Colony Worlds: Reserved for newly founded colonies, low score in Development, score in Importance varies. ~15-25% of worlds have this status at any given time

In addition to the main categories, worlds may also receive Specialization Categories. They are:

- Sentinel Worlds: These worlds have a larger than average military presence, and are often used as deployment hubs by the armed forces.

- Frontier Worlds: These worlds are located on the edge of the national border

- Corporate Worlds: These worlds are owned and/or administered by a corporation

- Research Worlds: These worlds are host to primarily research-oriented facilities, with little development in any other area.

- Tagged Worlds: These are completely undeveloped and possibly uninhabitable worlds that have been tagged for future colonization and/or terraforming

NOTE: All Specialization Category worlds also belong to a main PDI Category. For example, a Frontier World that is also well developed would be considered a Developed-Class Frontier World
