The Passerine Islands is a diverse country of immigrants and expatriates living in the Communist Bloc. The country is named for the wide array of songbirds native to the archipelago. It consists of hundreds of islands, though most of the population resides on the two main islands, Ptak and Foygl, divided by a narrow straight that runs east-west through the center of country.

The population is largely urban, living primarily in the capital, Avem, or other large cities such as Shrike, Finch, Eye, Wefi, and Zog. Though initially a country focused on agriculture and manufacturing, the economy expanded rapidly thanks to economic planning which prioritized information technology and scientific advancement. Due to this urban and technology-focused nature, agriculture and manufacturing output are now low. The country relies heavily on commonwealths in The Passerine Colonies which serve to produce food and goods for the entire Passerine region. Additionally, the country does not maintain a strong army domestically but works alongside The Passerine Outpost which provides the mainland with security and military protection while the Passerine Islands provides support in the form of welfare, services, and economic security.

History

The nation was founded on 9th March, 2021 on a previously-uninhabited set of islands by an international group of modern homesteaders who came together, determined to create a socialist community centered on their ideals and morals. They built their capital, Avem, on the northern island Ptak and elected a state representative. Upon settling and establishing their society in this new land, the Passerine government aligned with The Communist Bloc and joined the World Assembly. The Passerine Islands was approved for citizenship in The Communist Bloc on 12th March, 2021.

The population has grown quickly since its founding, largely due to lenient immigration laws, open borders with other socialist nations in the Bloc, and welcoming policies for refugees. Because the country consists of immigrants, expatriates, and their children, the nation has a diverse population that hails from around the world, and it recognizes six national languages representing the origins of the majority of its citizens and residents which continue to grow in number thanks to the opportunities available in the Passerine Islands. To accommodate this expanding population and limited land area, Chairperson Dehn-Reidemeister created the People's Urban Planning Committee in April 2021 which ensures that land is utilised efficiently to house as many people as possible while limiting the strain put on the environment.

Politics

The government of the Passerine Islands is structured as a soviet democracy. The workers form councils which make decisions on a local level. Additionally, they gather to form the General Council. Each council elects a representative, and these representatives meet in the Congress of People's Deputies and are responsible for drafting legislation. The General Council then votes these policies and resolutions into law.

The Chairperson of the Congress is the highest position in the Passerine government, acting as an international diplomat and overseer to the macro-politics of the country. They are responsible for nominating federal judges, forming the committees which draft long-term economic plans, and managing the affairs of the Congress of People's Deputies. The Chairperson may also declare a state of emergency, propose a declaration of war to congress, and sign treaties. Unlike other representatives, they may not draft legislation, but the Chairperson does have veto power on laws before they go to a vote in the General Council. The first and current Chairperson is S. Dehn-Reidemeister. They, alongside many other current representatives in congress, were founding figures who organised and negotiated the formation of the nation.

The Workers' Party of the Passerine Islands (WPPI) is the official party of the country, though councils may elect non-party independents to represent them in the Congress of People's Deputies. Due to being a country of expatriates, the Passerine Islands is in a unique position where nearly all citizens have chosen to live in the country, and many have fled from capitalist regimes looking for a better life. Consequently, there is little conflict within the nation or desire to form liberal political parties. As of August 2021, 82% of adults align themselves with the party. Because of these factors, the WPPI holds 304/311 current seats in congress.

Economy

The Passerine Islands has a state-planned economy that focuses its energy on the sciences, education, and technology. Most broad planning occurs on the national level by committees formed by the Chairperson of the Congress. Execution of these economic policies is then left to the local workers' councils. The Passerine Islands also manages 42 commonwealths which provide material goods and military support in exchange for Passerine citizenship which affords them the same robust social and welfare systems available to Birdies on the mainland.

The nation boasts an 80% employment rate with a high level of income equality. Individual needs are met through social programs which ensure all people living within Passerine borders have basic necessities. More details on the Passerine economy can be found here.
