The Theocracy of The Most Holy See is a gargantuan, safe nation, ruled by Pope Paul VIII with an iron fist, and renowned for its frequent executions, punitive income tax rates, and stringent health and safety legislation. The compassionate, cynical, devout population of 19.4 billion papal subjects are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Spirituality, and Welfare. It meets to discuss matters of state in the capital city of Rome. The average income tax rate is 86.3%, and even higher for the wealthy.

The large but stagnant Roman Catholic economy, worth 130 trillion lire a year, is driven almost entirely by government activity, with private enterprise illegal. The industrial sector, which is extremely specialized, is mostly made up of the Tourism industry, with significant contributions from Basket Weaving. State-owned companies are the norm. Average income is 6,743 lire, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Bizarre-looking creatures called 'dovedogs' dominate wildlife preserves, mining safety laws are often more expensive than what's being mined, popular websites like NationStates are blocked for "national security", and Catholicism has been named as The Most Holy See's national religion. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. The Most Holy See's national animal is the dove, which soars majestically through the nation's famously clear skies, and its national religion is Catholicism.

The Most Holy See is ranked 115,982nd in the world and 16th in Asela for Most Stationary, with 326.4414924662 days.
