A military police and guard force that mostly handles domestic matters. Although most of its domain lies in military and official government matters, they do have jurisdiction as a sort of federal policing force. The IS, as they are often referred to shorthand, is composed of four major branches: Enforcers, Liaisons, Investigators, and Instigators.

Enforcers are the most numerous IS officials, and the ones with the simplest job. Covered head-to-toe in dark blue armor, they fulfill a number of duties from standing guard at military bases and government offices to arresting criminals and, in times of war, enemy spies.

No police force would be complete without an administrative/bureaucratic branch, and that role is filled with Liaisons. They file all necessary paperwork and have high training in Rathorian law. Liaisons also have a sub-branch of field agents who are assigned to protect visiting dignitaries and provide security to Rathorian ambassadors.

Investigators are called in when a situation requires more than common sense to resolve. They lead all official inquiries and usually have command over specific task forces. Investigators wear a distinctive light blue armor as their badge of office, not dissimilar to standard police body armor, and have authority to go almost anywhere they need to.

Finally, Instigators are the spies and informants of IS. There are two separate categories of Instigators: those specifically trained for their roles, and those recruited out of the wild. Specially trained Instigators receive years of instruction on advanced infiltration and manipulation techniques in order to keep an eye on potential trouble from the inside. Recruited Instigators, on the other hand, are contacted by IS while performing another job. They don't receive an official IS commission, but they are usually compensated for their duties as an informant.
