The Political System of the Empire

At first glance, the government of Pax Dracon seems fairly straight-forward. The vast majority of legislative decisions are made via consensus in the unicameral Imperial Senate, whose members are voted directly into office by the citizenry to represent them in the government. In addition to the Senate, the High Imperial Courts handle legal matters that affect the entirety of the Empire, whereas the provincial courts are only able to handle matters in their provinces. Leading the Senate is the Grand Minister, who, like their fellow senators, is elected directly by the citizenry.

This is not to say that everything is perfect in the empire's government. Humans are somewhat... politically underrepresented due to their relatively small population compared to the Drakari majority, though steps are being taken to rectify this by encouraging more human youths to get involved in the imperial political system.

Furthermore, the Empire of Pax Dracon is effectively two governments combined into one: a democratic republic, and a hereditary semi-absolute monarchy. The throne of the empire is controlled by the Drakari Emperor or Empress, who can at any time take control of the government and the military by invoking Clause 24-A of the High Imperial Charter. Thankfully, this has only happened ten times in the past 900 years with each period of absolute control only lasting less than a decade.

The last time such actions were taken was under the Her Imperial Majesty's father, Emperor Cassius II. After the crisis that prompted him to seize power ended, he immediately abdicated the throne to his firstborn daughter (further details of this event are recorded in 'A History of House Drakar').
