Keldros is a de jure absolute monarchy, but a de facto democracy. Caesar can pass new laws, repeal old laws, pronounce or commute sentences, declare, prosecute, or end wars with a stroke of his pen. In practice, much of the day to day operations of the Empire are handled by Parliament and the bureaucracy with Caesar seldom exercising his absolute power to its fullest.

Keldros was founded by men who experienced the consequences of liberalism up close and personal. They sought to escape its dysfunction and this is reflected in the make-up of Parliament. The two major parties are the Patriots and the Nationalists. The Patriots are considered the more liberal party by Keldrosian standards, but they are still labeled fascists nearly everywhere else in the world. Their platform has evolved over the years with a few tweaks here and there, but the party has consistently supported a slightly more open stance toward the outside world. The Patriots believe in lower tariffs, a more generous immigration policy toward foreigners with technical skills, and government patronage of the arts. The Nationalists are considered the conservative party, and outside observers can't think of any other way to describe them than "super-fascists." Nationalists support higher tariffs as a stepping stone toward autarky, they oppose immigration in principle as it would either dilute the purity of Keldrosian bloodlines through assimilation or create a foreign ethnic enclave inside the nation's borders, and they believe the government should prioritize science, technology, and industry over the arts.

Caesar cultivates an image as a scrupulously nonpartisan Head of State. He readily signs legislation from either party if he judges it to be in the best long term interests of the Keldrosian people, and he repeals it if it does not perform within reasonable expectations. In times of national crisis, he has been known to suspend Parliament and directly rule. These periods of Personal Rule have become fewer and more far between as the nation grows.

Caesar insists that his people are free, although World Assembly observers dispute the degree of civil and political rights within Keldros. "Those liberal crybabies at the WA think freedom means license to do whatever you please," Caesar said. "We have a different definition: my people are free to do what they ought."
