Background:

The nation known as MindWalker was established sometime in the 1950's in a region known as "Klazia", located in the Southeastern portion of the Asian continent, by German and Russian immigrants moving to the area after a prolonged conflict exterminated the native populace. The state was headed by a monarch known as the "Kaiser" who nominally lead all of MindWalker, assisted in this function by feudal vassals which reigned over the subsidiary provinces of the nation in his name. In reality racial tensions began to flare early on and saw the segregation of the nation into two halves dominated by one ethnic majority that, in the Russian portion of the nation, paid true allegiance to their local lords rather than the monarchy. These tensions came to a breaking point in 2015 which at last saw the division of MindWalker into two warring states; those of the Kaiser to the south leading the German majority, and to the north the Russians rallied around the "Kafka Family", the most powerful nobles in that section of the now-defunct nation.

The Kaiser began the war controlling the majority of the nation's industry and the entirety of the former state's coastline. The Kafkas occupied the area's rural territories which were rich in mineral wealth and supplemented by a robust trade in illegal drugs, primarily opioids and methamphetamines, predating the civil war. Both successors struggled against one another until 2016 when a missile strike from Kafka-aligned warlord "Vixen" killed the reigning Kaiser. This action saw the replacement of the Kaiser with his brother, the next in line for the throne named "Nardo", who expanded the war and, in turn, enticed both factions to begin more aggressively courting outside aid.

Outside Involvement:

Numerous foreign entities aligned themselves with MindWalker's remnants following the assassination of the Kaiser. Many of these nations only offered token assistance to one side or another before withdrawing from the theater. Those that remained throughout the conflict are as follows:

(E.V.A. Note: The state of Kafka renamed itself to "Luc" on June 15th of 2016. Most Brotherhood data continues to refer to the nation of Luc by its original designation of "Kafka", but both terms should be considered interchangeable where they appear.)

  • Name: Averin Pavel Kafka

  • Allegiance: Kafka

  • Rank: Patriarch

  • Additional Notes: The ruling patriarch of Kafka, later known as "Luc", and typically referred to as "Pavel". A shrewd statesman, Pavel saw to the stabilization and rise of the breakaway nation after coming to power following a brief, yet tense, struggle among claimants to the throne.

  • Name: "Nardo"

  • Allegiance: Kaiser

  • Rank: Kaiser

  • Additional Notes: The ruler of MindWalker's southern portion, coming to power after his brother was assassinated by Vixen. Details about his identity are scarce, it is assumed that this is to protect him from the string of murders that high-level political figures in the area suffered throughout 2016. To the furthest of the Brotherhood's knowledge, even his own allies have never met with him in person.

  • Name: Rasul "Purple" Faust

  • Allegiance: Yeren

  • Rank: Brigadier General

  • Additional Notes: A former member of Yeren's "Operational Tactical Police", which operated as a combination of a special forces unit and intelligence agency within that nation. Codenamed and still often referred to as "Purple" from his time in that unit, he helped to influence Yeren's intervention in the MindWalker Civil War. Overtime he reached out to Nod and the United Brotherhood, seeing both as useful allies in his plan of creating an alliance in Klazia free from the other shadowy organizations which were intervening in the region. After the situation in MindWalker stabilized he would go on to try and lead a popular revolt in Yeren that failed to gain traction. Following his disappearance in the wake of this rebellion, the man has been declared MIA and most of his followers sought refugee in the ranks of the Noddists with whom he sought alliance.

  • Additional Notes: Commander of Scavenger forces in MindWalker and its surrounding territories during the Civil War.

  • Additional Notes: Leader of Black Hand forces in MindWalker.

  • Name: "Vixen"

  • Additional Notes: Little is known about the mysterious warlord. Intelligence reports she is not a native to MindWalker. Ties to the Benefactors are confirmed; it is surmised that links through this organization tie the warlord to key figures in MindWalker's neighbors of Yeren and 22nd Parallel. Numerous unknown or suspected connections provide her with considerable access to manpower and resources, which saw her rise to become the most powerful vassal in the Kafka state. Ultimate goal unknown.

The distance between MindWalker and Brotherhood-aligned territories, combined with Luc's lack of a coastline through which naval reinforcements could be routed, restricted deployments from the United Brotherhood to Kafka to delivery by air or travel overland. Outcome:

The People's Republic of Han sought to exploit the civil war to capture territory from Luc, opening a second front in the war several weeks after Nardo rose to power. The training and equipment of the Chinese forces proved to be too poor to carry out any meaningful offensives, with their advances turned back every time. Counterattacks to follow saw to several pieces of Southern China falling into the hands of Luc's alliance.

By July of 2016 Luc and the Kaiser had grown tired of war. With neither side able to truly exploit an advantage in air, sea, or technology, the conflict drug on with little change in the status quo. Neither half of the nation could take and hold significant parts of the other side's territory, creating a stalemate fought mainly through attrition similar to the Iran-Iraq war. The warring factions of MindWalker forged a peace agreement by the end of the month, with no appreciable changes in the southern border made since the war began. No official cessation of hostilities was ever signed with The People's Republic of Han.

As the war proceeded Luc's national policies grew increasingly liberal, likely as a result of the influence of their Benefactor allies. At the end of the conflict the feudal nation had freed all of its serfs and began to institute limited democratic reform. Large influxes of foreign capital saw to the rapid conversion from an economy based largely on agriculture and drugs to one built upon raw materials and industry. The affect that these sweeping changes will have upon the nascent state remains to be seen.

Regarding the Brotherhood: The conflict's resolution saw their efforts in the region turning to internal security and the improvement of Kafka's infrastructure. Forces remained in the nation of Luc to secure their investments and help root out the violent non-state actors that previously demonstrated hostility towards the incumbent regime.
